When we arrived at the photo point, it turned out we could not get a good vantage point as most of the area had been cordoned off to accommodate construction, so "no parking."  A generous young photographer told us how to get across the bridge to Biscayne Boulevard, then park in Bicentennial Park, and take the walkway around the bay in front of these buildings, which we did.
